3. Health Insurance Exchange. People working as freelancers or have their own small businesses will be provided an Exchange to gain access to health insurance, in addition to the traditional method done by an insurance broker. Insurance agents will provide health plans both inside and outside of the State Exchange. However, there are two important points to consider: an individual can only qualify for a certain subsidy and a small business can qualify for a small business tax credit.
