Those receiving benefits from governmental programs like the Temporary Assistance for Needy Families (TANF) are protected by the constitution to not be subjected to suspicion-less drug tests. The Tampa Bay Times quotes Howard Simon, "[The welfare drug-testing law] shamelessly exploited ugly stereotypes about poor people." Tampa Bay reports the amount of taxpayer money spent would entirely cover the costs of inpatient drug rehabilitation for 8,900 days.

To eliminate this entirely the stigma of addiction must begin to be addressed both on the community and political echelons."
