The mandate for employers to ensure the safety of the work environment necessitates that all realistic steps are taken to ensure the achievement of this goal. According to the 2012 National Drug Control Report, the government wants businesses to drug test their workers to boost productivity and reduce health care costs. Rafael Lemaitre, spokesman for the administration's Office of National Drug Control Policy, has this to say about the thrust, “While we believe that employers can use testing as one of a variety of tools to help guide employees suffering from substance abuse disorders into treatment –- which as we announced yesterday is not a moral failing but a treatable disease -– it is certainly not our policy that every employer in America ought to test and punish employees."
To support its need to push for this practice in the workplace, the administrations drug control reports that “"The consequences of illicit drug use in America’s workforce include job-related accidents and injuries, absenteeism, health care costs, and lost productivity. Workplace programs that provide clear policies regarding drug use; offer prevention and education opportunities for employers and supervisors; conduct drug testing to detect and deter use; and support referral and treatment for those who have substance use disorders can play a large role in reducing the demand for drugs throughout our Nation and in helping drug users get into treatment."
Everyone recognizes that an effective drug testing program is important to promote a safe workplace. However, this policy is not met without resistance from other sectors. However, the U.S. Department of Labor estimates that employers lose between $75 billion and $100 billion each year in lost time, accidents, and health care and workers ’ compensation costs due to drug use. Hence, the need to employ a more aggressive stance towards this end is needed.
