Drug Rehab Philadelphia Comments On New Bill Allowing Shipment of Alcohol Directly To Residences

(Medical-NewsWire.com, June 12, 2015 ) Philadelphia, PA -- Current Pennsylvania state laws allow for shipment of alcohol to be done through a state-controlled wine and spirits store, requiring the shipment to be picked up on-site. However, House Bill No. 189 would allow alcohol to be shipped directly to the home of the purchaser. The shipment must be signed by someone 21 years of age or older, and the shipment boxes containing the alcohol will be clearly marked.

The bill was passed by The House on May 11, with 192 votes of approval and only 1 vote to deny the bill. Representative Mark Gillen of Reading, pa voted against the bill due to his belief that the negatives of the bill outweighed the positives.

Gillen told Public Opinion "I see more potential for abuse and for alcohol to get into the wrong hands." Gillen also noted that he was curious as to how the shipment of alcohol would work logistically, especially with delivery drivers bearing the responsibility of ensuring the alcohol is placed into the right hands.

In spite of Representative Gillen's claims, State Representative Rob Kauffman of Chambersburg, PA believes that it's time for Pennsylvania to "catch up" with the modern world. Kaufmann also added that it's also time for the government to end its involvement in the liquor industry because "it's not a core function of government."

Currently the bill is being reviewed by the Senate Law and Justice committee, and must also be passed by the Senate and signed by Governor Tom Wolf to become law.

Are they trained to identify certain aspects of the ID to determine if the person they are identifying is the person in the ID they are given? I understand Representative Gillen's standpoint in his concerns regarding shipment, it's a very tricky situation. Whatever the decision may be at the end of the day, I am hopeful that the passing of this bill does not lead to increased substance abuse and underage drinking."
