Those granted amnesty under the new policy will be the first to receive unprecedented treatment of this nature in the US. Gloucester Police Chief Leonard Campanello declares the new policy is geared at mitigating arrests and really getting to the bottom of heroin use disorders. By providing treatment and safety for those on the streets, and otherwise, the police department is taking a stab in the dark, offering addicts the chance for help without penalty, as long as they cooperate fully. Those with three or more drug charges are not eligible for the new policy.
