Miami Native Dr. Carl Hart is for Legalization of Controlled Substances, Miami Drug Rehab Comments

Hart suggests assessing substance abuse on a case-by-case basis, and that substance abuse stems typically as a result of poverty. He supports abolishing all criminal charges for the abuse of controlled substances altogether, in favor of less drastic tactics to mitigate addiction- which he claims is centralized in a small area.
